DYC Racing Program Tips/Questions and Answers

A question was asked at the preseason skippers' meeting:

Does a boat that is OCS (On-Course-Side ie. Over Early) still retain normal right of way, if they continue to race without returning to start?

1. Definition- racing: "A boat is racing from her preparatory signal until she finishes and ... "

2. Rule 20 Starting Errors, does not apply because the boat is not returning to start.

3. Yes they are violating 29.1 OCS, but do they retain normal right of way if they do not return?

Answer: Yes, an OCS boat retains all Rights Of Way if they do not return, because they are racing.

Scenario: A boat is declared OCS by RC. There was a timing error on the RC's part that caused this. The OCS boat seeks redress and it is granted. By not returning, the OCS boat established her finishing position, which was upheld in the redress hearing.
